Eng. Khalid Al Othman is President of the National Committee for Sustainability and Green Economy within the Saudi Federation of Chambers, where he leads private-sector engagement on sustainability, green economy initiatives, and Vision 2030 alignment.
He is also President and Owner of IMAR Engineering Consultants, founded in 1993, and a Founding Partner and CEO of multiple Saudi ventures active in environmental services, agriculture, and development.

He has held several senior institutional and advisory roles, including chairmanships and executive committee positions within Saudi and international business councils, as well as advisory boards for urban development and national planning initiatives.

Dr. Aaron Farrugia is an Economist, Doctor of Laws, Member of Parliament and Malta’s non-resident Ambassador to the International Maritime Organisation in London. He is an International Visitors Leadership Program (IVLP) alumnus (2012) and a Friends of Europe (40 under 40) alumnus (2017).
He previously served as Minister in three different portfolios including Transport, Infrastructure, Capital Projects, Environment, Climate Change, Planning and Construction.

Vice President, Co-Founder
Liliana Grosaru-Filip is Co-founder of this economic initiative and Vice President for Strategy & International Affairs, driving collaboration between Europe and the GCC.

Through the Political Research Group, she also leads an economic security program in partnership with the United States, focused on strengthening strategic ties and high-level engagement in Washington, D.C.

She holds a PhD in political science from SNSPA Romania, specializing in post-9/11 international interventions, and has completed training at the NATO School Oberammergau, where she is recognized as an expert in education quality assurance.

Liliana is an Associate Lecturer at the NATO Training and Education Center in Brașov and a senior expert with Women in International Security Romania. She also serves on the executive boards of IPSA Committees 44 and 24, contributing to global dialogue on security, conflict, and military affairs.
